Abstract

This research is motivated by a low of awareness for people who do not have a birth certificate. This study aims to determine the results and inhibiting factors of services provided by the Population and Civil Registry Office of Karimun Regency. The assessment indicators for Birth Certificate Services used is tangable, reability, and courtessy. The research method located at the Office of Population and Civil Registry of Karimun Regency is descriptive qualitative because this study explores and analyzes the New Public Service in the Management of Birth Certificates at the Population and Civil Registry Office of Karimun Regency. Descriptive qualitative research method is describing the events that occur or a process that is more intended to understand human problems in a social context by creating and presenting a comprehensive and complex picture, reporting views in detail from the source of the informant, and carried out naturally without any intervention from author. The techniques used to collect data in this study are Interviews, Observation, Document and Book Search. Based on this analysis technique the researchers examined and concluded that the New Public Service in Birth Certificate in the Population and Civil Registry Office of Karimun Regency was not good enough, because it was seen based on the level of satisfaction of the community served was not optimal and the attitude of the officers who still often made the community being lazy to make birth certificate. Suggestions that the author can give so that in the future it gets better is by adding additional facilities that support and evaluate the work of the Office of Population and Civil Registry of Karimun Regency.
