Abstract

Zakat is a worship that has a very high social dimension and is in direct contact with the defense of the weak. Where in particular there are still many poor and needy people who need to be addressed. Productive zakat is one solution that provides business capital for zakat recipients to be creative in business by being fostered by institutions so that they are productive and are expected to have income and no longer receive zakat but become zakat givers or muzakki. Affirmed in Law No.23 of 2011 concerning Zakat Management, it pays special attention to productive zakat in improving the people's economy. The problem is how to implement the utilization of zakat for productive businesses in terms of Law no. 23 of 2011 concerning the management of zakat in the Indonesian Zakat Initiative of Pekanbaru City? 23 of 2011 concerning the management of zakat in the Indonesian Zakat Initiative of Pekanbaru City?. This study aims to determine how the implementation of the utilization of zakat for productive businesses in terms of Law no. 23 of 2011 concerning the management of zakat in the Indonesian Zakat Initiative of Pekanbaru City and to find out what are the supporting and inhibiting factors for the utilization of productive zakat in the Indonesian Zakat Initiative of Pekanbaru City. This research is a normativeempirical research and the nature of the research is descriptive. Collecting data by means of interviews, questionnaires and documentation. The population in this study was the head of the Indonesian Zakat Initiative in Pekanbaru City, the Head of the Utilization of the Indonesian Zakat Initiative, Religious Leaders, the Head of the Distribution of Zakat Baznas in Riau Province and Mustahik (zakat recipients), this sample amounted to 39 respondents. Direct data collection by interview and distributing questionnaires to respondents, then the results are managed qualitatively. The results of the study that the implementation of the utilization of zakat for productive businesses reviewed by Law no. 23 of 2011 concerning Zakat Management in the Indonesian Zakat Initiative of Pekanbaru City has helped the government to reduce poverty with the aim of empowering people to have businesses and incomes and reduce poverty levels. However, the Pekanbaru City Indonesian Zakat Initiative has not been able to overcome the problems experienced by mustahik, including not having a marketing place and lack of motivation for mustahik to manage the program, resulting in a decrease in production and profits. In implementing the utilization of zakat for productive efforts, the Indonesian Zakat Initiative, Pekanbaru City faces obstacles including Public Awareness regarding the Utilization of Productive Zakat, Lack of Public Trust in LAZ, Recruitment of Human Resources, Efforts to Change Mustahik Status to Muzakki, Intensity of Counseling, No Firm Sanctions For people who are reluctant to pay zakat.
