Abstract

Siak Regency regional regulation Number 18 of 2018 concerning permits for exploitation of swallow nests is a policy made by the Siak district government for the welfare of the community, guarantees legal certainty to swallow bird nest captive entrepreneurs, guarantees a sense of security and comfort to the community around the swallow's nest business. , as well as increasing the original regional income of Siak Regency. The purpose of this study is to assess the extent to which these regulations are as expected or not. This research uses qualitative techniques, to describe the actual or actual situation that occurs regarding the evaluation of the Siak regency regional regulation policy regarding management and exploitation permits for swallow breeding in Dayun District. The informant retrieval technique in this study uses the snowball technique by assigning several people as informants and it is possible to replace them with other informants if the previously assigned informants do not meet the needs for the answers given, the informants will continue to increase until the data required by the researcher are appropriate. with the expected. And purposive sampling technique, selecting informants based on the needs of researchers. Based on the research that has been done, it is found that the evaluation of the Siak Regency Regional Regulation Policies regarding the Management and Exploitation Permit for Swallow Breeding in Dayun District uses indicators of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, indicating that the mandatory permit obligations of nest breeding entrepreneurs Swallow not implemented properly, lack of direct supervision carried out by related agencies, not strict sanctions given to violators of this Siak Regency regional regulation, lack of government socialization to the community or swallow entrepreneurs regarding the obligation to have a business license and so that the progress of swallow's nest breeding business can be achieved. Obstacles that occur in the Evaluation of the Siak Regency Regional Regulation Policy Number 18 of 2018 concerning Permit to cultivate swallow's nest in Dayun District are the absence of related service employees who carry out socialization, supervision, and imposing sanctions on entrepreneurs who are proven to have violated. Inputs and suggestions in this study are to form special employees who carry out direct supervision, impose sanctions on offenders.
