Abstract

This research was conducted at the Pekanbaru City Social and Cemetery Service and Satpol PP which took place from March to April 2021. The purpose of this study was to determine the evaluation of Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order in Handling Homeless and Beggars in the City. Pekanbaru. The method used in this research is qualitative method. The data collection technique was carried out by the rehabilitation section of the Pekanbaru City Social and Feeding Service and the Satpol PP development section. Interviews and observations were also conducted on homeless people and beggars in the city of Pekanbaru. Based on the results of the research conducted by the author, it can be concluded that the Pekanbaru City Government's policy in controlling and fostering homeless people and beggars is the issuance of Regional Regulation No. 12 of 2008 concerning Social Order regarding the Control of Homeless and Beggars, carried out by means of raids by the Civil Service Police, Civil Servants Investigators Civil Affairs (PPNS) and cooperate with the Police. Follow-up raids were coordinated with the Pekanbaru City Social and Cemetery Service to provide guidance and training for homeless people and beggars, both orphanages and regionally owned social homes and/or private homes and/or returns for those from outside the city of Pekanbaru. The evaluation of the Pekanbaru City Regional Regulation No. 12 of 2008 concerning social order regarding the handling of homeless people and beggars in the city of Pekanbaru since it was legalized until now is still in the socialization stage, so the policies implemented have not been going well.
