Abstract

Market is mostly organic and inorganic waste. According to a direct survey to the Kayujati Market, organic and inorganic waste was just scattered on the edge of the market which was not far away. Garbage is piled up on the edge of the trench under the bridge without being sorted first. There is also a lot of garbage scattered around the corners of the market and also in culverts, and the availability of temporary disposal sites (TPS) are minimal and far from the market location, which makes it difficult for traders to dispose of their waste so that the existing waste is piled up on the edge of the ditch and on the side of the market road . The number of people in the market littering makes the market environment uncomfortable. The purpose of this study is to analyze and explain the implementation of the duties of the Environmental and Hygiene Service in supervising the waste at the Kayujati Tembilahan Market, Indragiri Hilir Regency and the inhibiting factors. The research method used is a qualitative method with data collection through interviews, observations and documentation. The informants in this study were the Head of the Department of Environment and Hygiene, Indragiri Hilir Regency, Hygiene Supervisors, market cleaners and market traders. The result of the research is that the implementation of the tasks of the Department of Environment and Hygiene in Supervision of Waste at the Kayujati Tembilahan Market, Indragiri Hilir Regency, is in the fairly implemented category. This can be seen from the waste transportation that is not carried out regularly and on time and the lack of cleaning staff in the market. The inhibiting factors in carrying out the duties of the Environment and Hygiene Service in supervising the waste at the Kayujati Tembilahan Market, Indragiri Hilir Regency, are the lack of inadequate human resources in terms of quantity and quality, then infrastructure facilities that are not supported by maintenance and repair activities. Waste processing at the Kayujati Tembilahan Market, Indragiri Hilir Regency is hampered due to the condition of damaged equipment.
