Abstract
As the leader of the government at the lowest level, the village head has a very important role in directing and leading the village apparatus and the community in the village towards the success of development both morally and materially. However, until now some community opinion states that the village head is considered not to be able to carry out their duties optimally, this is because the village head in leading the village administration is deemed not to understand his duties as the village head. The Village Head in this case has an important role in managing village assets, this is stated in the Minister of Home Affairs Regulation of the Republic of Indonesia Number 1 of 2016 concerning Management of Village Assets in article 4 of the Village Head as the holder of authority over village asset management, authorized and responsible for asset management village and this also in Law Number 6 of 2014 Article 26 Regarding the Village Head, in the above regulation it is clear that the Village Head should include the acquisition or yield of the village's assets, but the Village has not made any income reports from the farm. This study aims to find out and analyze how the village head is assigned. To find out and analyze the obstacles faced by the Village Head in Asset Management. In this study the authors used the theory of evaluation. Evaluation is the activity of gathering information about the course of a job which is then used in determining appropriate alternatives in decision making. The type of research that the author does is qualitative and uses descriptive methods. Descriptive research method, The informants in this study were the Village Head, Village Secretary, Village Consultative Body (BPD), Development Committee, Farmer Group and Community. The results of research and analysis conducted can be seen from the effectiveness and efficiency in this case due to factors in the task of the village head in managing Village Assets. The conclusions that can be obtained from this study can be seen in the inhibiting factors that the author will convey in the conclusion that Human Factors are caused by the lack of transparency in governmental actors, nor do they clearly know the main tasks and functions. Other constraints that occur to HR in the village administration are those who do not understand village financial reporting and rarely hold meetings and training to support the performance of the village administration in the Hulu Teso village, Kuantan Singingi Regency.
