Abstract

Regulation of the Rokan Hilir Regent of Riau Province Number 73 of 2017 that to implement the provisions of article 3 paragraph (1) of the Rokan Hilir Regent's Regulation Number 44 of 2016 concerning the position, organizational structure, tasks, functions and work procedures of the Education and Culture Office of the Rokan Hilir Regency, it is necessary to stipulate regent regulations on technical services units Education units Education and culture services in the downstream rokan district. Article 10 of the sub-district education coordinator article 10 paragraph 1 states that the task of the sub-district education district coordinator is to coordinate administrative services, divide tasks, guide, inspect, correct, supervise and plan activities in organizational and general governance, staffing, equipment, reporting and financial programs. in order to support the work mechanism of the district Education area. To find out the supporting and inhibiting factors faced by the Regional Coordinator of the Office of Education and Culture in Organizing Educational Affairs in the District of Pusako Bangko, Rokan Hilir Regency. Interviews were conducted with informants who were considered to be competent in providing information on the role of the regional coordinator of the education and culture service in organizing affairs of education. Education in Bangko Pusako sub-district, Rokan downstream district. The results of the study that the author found are still occurring inhibiting factors found in the process of the Role of the Regional Coordinator of the Office of Education and Culture in Organizing Educational Affairs in Bangko Pusako District, Rokan Hilir Regency categorized into human resource factors, on the Role of the Regional Coordinator of the Office of Education and Culture in the Implementation of Educational Affairs in Bangko Pusako Subdistrict, Rokan Hilir Regency which is hampering the constraints of affairs within the scope of Education affairs, one of which is in Human Resources, because there are no competent staff in the field of Education, they are appointed by the Department of Education which originates from ordinary ASN Employees. So they do not understand how to supervise and plan business activities in various schools, and also the absence of the implementation of programs and activities in the District Education area. Then in the second indicator there are also inhibiting factors, namely the Method / Strategy Factor (Social Structure Indicator of the application of education in the community. Problems that occur in the Role of the Regional Coordinator of the Office of Education and Culture in the Implementation of Educational Affairs in Bangko Pusako District, Rokan Hilir Regency, namely the Staff Assign to record all schools that want to take part in activities that have been made at the district level, not all of them come to the schools to inform an activity, So that the regional coordinator has not been considered to provide good service in matters of Education. So there has not been an Effective and Efficient Implementation of Education and District Education Programs and Activities.
