Abstract

Tourism development is a coordinated activity and effort to attract tourists to visit. Based on the number of tourists visiting Siak Regency from 2014 to 2018 the number of visits has not been satisfactory. Of course this problem is caused by the unfinished problems and the arrangement of tourist facilities and infrastructure in Siak Regency. This study aims to analyze how the performance of the Siak Regency Tourism Office in the management of tourism in Siak Regency. The Performance Theory according to Pasolong includes indicators of relevance, efficiency, effectiveness and Utility and Suistainbility. This research is descriptive qualitative. The informants of this study were 13 (thirteen) Siak Regency Tourism Office Officials. Data analysis techniques using the Interactive Model. In general, the results of research show that the Performance of the Tourism Office in Tourism Management in Siak Regency is "quite good". Performance of the Tourism Office as Tourism Management, namely: From the indicator of the relevance of the performance of the Tourism Office, almost all work plan planning is achieved according to targets, especially in the tourism marketing or promotion sector. But not yet implemented in infrastructure development in the Tasik Naga Sakti tourism in Sungai Apit District. The Office of Tourism is considered to have been quite efficient in using large budget funds and maximizing the limitations of facilities and infrastructure that are less feasible for the construction of tourist objects other than the Siak Palace although not yet optimal. In terms of the effectiveness of the performance of the Tourism Office there was no increase in development, but the government facilitated the licensing of the establishment of cottages and extended the licensing period to 3 years. Factors that Siak Regency Government in managing Tourism in Siak Regency include facilities and quality of infrastructure facilities in limited tourism objects, human resources, facilities, information and authority and not yet optimal quality and quantity of tourism actors. Suggestions, for the Siak Regency Tourism Office should be able to further develop all the historical tourism objects in Siak Regency, so that the attractions that can be enjoyed in Siak Regency are not only the Royal Complex of the Siak Palace.
