Abstract

The wage institution is very important aspect in the protection of workers/laborer. But freelancer workers at the Pekanbaru City Environment and Sanitation Department, both from street sweepers, trench cleaners, and park cleaners, face difficulties in receiving wages, resulting in less fulfillment of their needs because wages are made for 3 months of tipping every year. By Pekanbaru City Environment and Cleanliness Agency. The main problem that the authors take for this study is how legal protection for workers in the provision of wages in the Department of Environment and hygiene in Pekanbaru City and what are the factors hampering wages for workers in the Department of Environment Hygiene in Pekanbaru City in terms of Law Number 13 of 2003. This research can be classified into juridicalempirical research by combining legal materials (secondary data) with premier data obtained in the field. By using data collection tools, namely questionnaires and interviews. The legal basis for legal protection of workers in the form of wages in the Departmentof Environment and Hygiene is Law Number 13 of 2003 concerning employment. Whare compliance with legal protection in the form of wages given to workers has not gone well in accordance with Law Number 13 of 2003 concerning labor. This is due to discovery of delays in payment of wages to workers in Department of Environment and Cleanliness of the City of Pekanbaru that is not timely and the amount of salary received by casual daily laborers is still below a decent standard of living. The inhibiting factor in the provision of wages to workers in the Pekanbaru City Environment and Sanitation Office is the lack of socialization by the Pekanbaru City Environment and Sanitation Office to workers so that they do not get proper positions for workers.
