Abstract

Basically a government is formed to serve the community, by therefore, the government is obliged to provide good services to the wider community, including public services in the field population administration, such as the Family Card (KK) service. Family Card (KK) is one of the important population documents for residents and the government to complete population data. The purpose of this study was to determine the implementation of manufacture Family Card (KK) in Inuman District, Kuantan Singingi Regency Based on Regional Regulation Number 12 of 2011 concerning Implementation Administration of Occupation, and its inhibiting factors. Formulation of the problem in the implementation of this research is "How the Implementation of Making Family Card (KK) in Inuman District, Kuantan Singingi Regency Based on Regional Regulation Number 12 of 2011 concerning Implementation Population Administration, and what are the inhibiting factors? "Viewed from this type of research is classified into observational research research by survey and views and the angle is descriptive. Tool Data collectors in this study were interviews and questionnaires. Source The data consists of primary data and secondary data. Data analysis was performed qualitative and quantitative, and drawing conclusions in a deductive way. The results of this study concluded that the implementation of making cards Family (KK) in Inuman District, Kuantan Singingi Regency on generally it has been done well according to the applicable legal basis and the principle of public service delivery. The inhibiting factor in making Family Cards (KK) in Inuman District, Kuantan Regency Singingi, namely inadequate service facilities and infrastructure, still there are community applicants for family cards (KK) who do not comply procedures and requirements; lack of implementing staff in the District, as well slow verification process, validation by Implementing Agency officials and the signing of the Family Card (KK) document by the Head of the Institution Implementing / Disdukcapil in the district. The authors suggested in connection with the implementation This research includes: (1) To the District, it should always be strive to provide quality and satisfying services for community, (2) To the Regency Government / Population Service and Civil Registry, it should conduct intensive supervision of implementation of population administration, especially in terms of publishing Family Card (KK); and (3) The community should always strive comply with the procedures and fulfill each of the requirements specified in services especially in making family cards (KK) and documents other population, so that the service process goes smoothly, just and orderly.
