Abstract

BRSAMPK is a form of LPKS (Social Welfare Organizing Institution) which functions to carry out assessments, social rehabilitation, social advocacy, monitoring and evaluation of children, data mapping, and information on children who need special protection. As for efforts to maximize the implementation of child protection policies, the Pekanbaru City Government took the initiative to form a program set out at the Integrated Service Center for Women's Empowerment and Child Protection. In reality, these programs have not been effective in their implementation, various cases of violence against children including neglecting children and forcing children to work to help the family economy are still happening. The purpose of this study is to analyze and explain the role of the Rumbai Pekanbaru Social Rehabilitation Center for Children in Need of Special Protection (BRSAMPK) in the protection of child victims of violence in Pekanbaru City and its obstacles. The methods used are descriptive and qualitative methods; Data collection techniques are observation, interviews and documentation. This study concludes that the role of the Social Rehabilitation Center for Children who Need Indonesian Special Protection in protecting children from acts of violence in Pekanbaru City is in the form of non-penal efforts, namely providing assistance for children who are victims of violence in the psychological and social recovery process by psychologists. The obstacles faced by the Pekanbaru City BRAMPK in implementing legal protection for children as victims of sexual harassment in Pekanbaru City are 2 (two) factors, namely internal factors and external factors. Internal factors that become obstacles include the lack of agency personnel/human resources (HR), lack of institutional budget/finance. While external factors include the slow process of resolving cases, lack of facilities and infrastructure in Safe Homes (Home Shelters), lack of public knowledge about the Social Rehabilitation Center for Children Requiring Special Protection (BRSAMPK) Pekanbaru City, weak public knowledge of the laws and regulations. invitations related to child protection.
