Abstract
In enhancing national development, State-Owned Enterprises (SOEs) has an important role to play through the Business Development Partnership Program. The Business Development Partnership Program is a program to improve the ability of MSMEs to become more developed and become a resilient and independent business through the utilization of funds from the remaining SOE profits. Relative to those, the research is directed to examine how the implementation of capital assistance fot micro small and medium enterprices (MSME) by PT. Telkom Center Pekanbaru through the Business Development Partnership Program and the obstacles in the implementation of MSME capital assistance by PT. Telkom Center Pekanbaru. This is done find out whether the government‟s goal in carrying out these MSME activities could increase community economic growth. The research method used in this research is observation or survey research that is the data collection which is done by directly descending the field by conducting interviews by filling out questionnaires. Based on the results of research that has been done it can be seen that the fostered partners of PT. Telkom Center Pekanbaru totaling 185 fostered partners with the criteria of current credit totaling 139 fostered partners or 75.14% and non performing loans totaling 46 fostered partners or 24.86%. The implementation of MSME capital assistance through the Partnership Program in accordance with the Minister of State-Owned Enterprises Regulation Number: PER-09/MBU/07/2015 about the Partnership Program and Community Development Program, namely from the large amount of partnership credit administration services, long-term loan terms, conditions becoming a fairly easy foster partner, a form of program distribution that does not take a long time, as well as monitoring and coaching fostered partners to be resilient and independent. However, there is something that has not been done as it should, namely the preparation of routine reports about business development of the fostered partners which have not yet been carried out by the several fostered partners. The obstacles that have occured in the implementation of capital assistance (MSME) by PT. Telkom Central Pekanbaru is a rule that regulates sanctions imposed on fostered partners who commit bad loans or defaults that do not explicitly regulate. The sanctions that given are only in the form of warning letters and direct arrival by PT. Telkom Center Pekanbaru to immediately pay off capital loan assistance that has been given, and also the sanctions only in the form of putting the name of the fostered partner in the black book list and cannot be given back loans.
