Abstract
Every arrangement of a fishery business permit, for each individual or legal entity must pay a levy according to the type of business, land area and type of commodity used. In reality, on the ground there are still individuals or entities that do not manage the fisheries business permit. From this phenomenon, of course, business actors, fishermen who violate Pelalalawan District Regulation Number 17 of 2001, are certain to receive administrative sanctions or fines, according with provisions that have been regulated through Regional Regulations and Regents Regents. The main problem in this research is how to find out the Implementation of Fishery Business License Levies Collection Based on Pelalawan District Regulation Number 17 Year 2001 in Pangkalan Kerinci Sub-District, Pelalawan Regency and what are the obstacles in the implementation of Regional Regulation Number 17 Year 2001 Concerning Public Water Utilization Permit Levy and Other Fishing Business. The research method used is seen from its type, including obeservational research by survey, that is the research conducted by directly descending the field to search for and find facts that are useful in research by using data collection tools in the form of interviews and questionnaires. While the nature of Descriptive research is by describing and then comparing the data obtained with the provisions of Regional Regulation No. 17 of 2001 Concerning Public Water Utilization Permits and Other Fisheries Businesses, as well as the opinions of Legal Experts regarding the Implementation. The Implementation of Fishery Business Permit Levy Based on Regional Regulation Number 17 of 2001 in Pangkalan Kerinci Subdistrict, Pelalwan Regency, has not been achieved as expected, this is evident from the target given by the Pelalawan Regency Budget and Revenue Team to the Pelalawan Regency Fisheries Service is expected. The less optimal implementation of the collection of levies on fisheries business permits is because there are still many fisheries entrepreneurs who do not know and understand the Pelalawan District Regulation No. 17/2001. Constraints in the regulation of fishery business permit levies as stated in Perda Number 17 of 2001 concerning Public Water Utilization Permits and Other Fisheries Businesses in Pangkalan Kerinci Sub-District, Pelalawan Regency include the low awareness of the community to take care of and pay levies on fisheries business permits, the absence of community openness in conducting fisheries business, as well as the lack of socialization from relevant agencies regarding the enforcement of fishery business permit fees, as well as the less optimal implementation of sanctions.
