Abstract

The problem in this study is that the enforcement of the Covid-19 Health Protocol Disciplinary Regulations by the Pekanbaru City Civil Service Police Unit and the law enforcement carried out by the Pekanbaru City Civil Service Police Unit is not carried out evenly. So the purpose of this study was to determine the role of the Civil Service Police Unit in Enforcement of the Covid-19 Health Protocol Disciplinary Regulations in the Pekanbaru City Community. The research method used in this research is descriptive qualitative research method. Meanwhile, the data analysis used is an analysis consisting of three flow of activities that occur simultaneously, namely: data reduction, data presentation, conclusion drawing/verification. Based on the results of the research, the Pekanbaru City Satpol PP has played a sufficient role in enforcing health protocol discipline laws for the people of Pekanbaru City. This is indicated by the actions taken by members of the Satpol PP against the community, both individually and as business entities. Law enforcement is carried out by confiscating people's belongings who are still not disciplined with the health protocol. In collecting information, the Pekanbaru City Satpol PP refers to reports on legal suppression carried out by members of the Satpol PP itself and also based on complaints from local RT and RW. However, in law enforcement, Satpol PP does not immediately take a policy but is given a warning in advance, but if it still violates, law enforcement will be carried out in accordance with the applicable Regional Regulation. In law enforcement carried out by the Pekanbaru City Satpol PP, that action against health protocol violators is not carried out immediately but is given a warning in advance if they are still violating then they will be given action in accordance with the Pekanbaru City Regulation.
