Abstract
The State Civil Apparatus (ASN) is the main actor driving the government bureaucracy. To achieve the success of the government bureaucracy, a professional, integrity, neutral and high-performing ASN is needed so as to provide the best support in achieving the mission of the government bureaucracy. In accordance with the principle of The right man in the right place and the right man in the right job, for that the filling of structural positions must be in accordance with the capabilities and qualifications of the State Civil Apparatus. Based on the State Civil Apparatus Law number 5 of 2014 concerning State Civil Apparatus Article 69 paragraph (1) it is stated that “PNS career development is carried out based on qualifications, competencies, performance appraisals, and the needs of Government Agencies. This study aims to see how the evaluation of filling echelon 2 positions in Kampar Regency in 2019-2020 is carried out. This research was conducted for 2 months in the Regional Government of Kampar Regency. This type of research uses qualitative research with interpretative qualitative analysis techniques, namely the technique of qualifying and classifying the data needed and then analyzing it so that it gets an overview of the problem being studied, draws conclusions by providing an overview or describing the data collected from various sources both from interviews, notes- field notes, personal documents, pictures, and so on. The results of this study show that from all respondents' answers to the Evaluation of Filling Echelon II Positions in Kampar Regency in 2019-2020, it can be seen that the indicators used in Filling Echelon II positions in Kampar Regency at the Regional Personnel Agency of Kampar Regency are the quantity of work, quality of work, knowledge work, teamwork, creativity. This can be seen from the recapitulation of respondents' answers to the questions asked by researchers who mostly answered agree, which means that the Evaluation of Filling Echelon II Positions in Kampar Regency in 2019-2020 is "good".
