Abstract

This research is based on the mandate of Law No. 6 of 2014 on Villages which in article 26 paragraph (4) mentioned various Obligations of a Village Head. From these obligations, researchers saw and heard that there are still often problems related to the Obligation of the Village Head, especially related to the obligation to foster order and peace of the vil lage community. With these phenomena, the author is interested in conducting research on how the role of the village head in carrying out his obligations as well as what factors are a inhibition in the implementation of his obligations. Furthermore, based on the results of the study that the authors did, the authors argued that the Head of West Perawang Village of Tualang District of Siak District has not played a role that has a positive impact on the order and tranquility of the community in his village. This opinion is based on a fact that the Village Head based on information from all informants including coconut village itself is still minimal initiative to perform a role in fostering order and peace of the community in the village perawang barat. It is this low initiative that then impacts on the order and tranquility of the villagers who tend to be very low with phenomena – phenomena such as in the background of this research problem. This then impacted on the view of the community that the village chi ef as the person responsible for the problem had allowed the violation of order and peace of the community in the village perawang barat kecamatan tualang siak district
