Abstract
Drought is a type of natural disaster that occurs slowly (slow-onset disaster), has a very wide impact, and is cross-sector (economic, social, health, education, etc.). Drought incidence is characterized by lack of rainfall as the first indication of drought. In recent years, Dumai suffered a water crisis, where the Dumai residents started having trouble to get clean water, caused by prolonged drought. In addition, it is necessary to carry out drought mitigation efforts in the area of Dumai watershed to manage drought problems in this area. The purpose of this research is to know the concept/model of drought disaster mitigation on Dumai Watershed as the foundation for development planning. The analysis of the data in this research was used four (4) analysis, that is (i) Analyzing the dangers of drought used spatial analytical techniques by an overlay method, scoring method, SPI method for precipitation, and NDVI methods for vegetation density, (ii) Analyzing the level of vulnerabillity used spatial analytical techniques by an overlay method, and the scoring method, (iii) Analyzing the dangers of drought risk used spatial analysis techniques by an overlay method to the dangers of drought disasters map and the level of vulnerabillity disasters map, (iv) Describe the concept / model of drought mitigation used qualitative descriptive method. The results of this research is (i) Map of drought hazard level, (iii) Map of drought vulnerability level, (iii) Drought disaster risk level map, and (iv) Strategy drought disaster mitigation concept in Dumai Watershed in the form of Structural and non-structural mitigation. Following the strategy of structural mitigation concepts (a) doing reforestation and forest conservation, (b) conducting land use arrangement, (c) building a retention pool in various regions, (d) retaining the river in Bloom, (e) Enabling puddle areas or natural polder along the river boundary, (f) The construction of the Water Treatment installation System (IPA), (g) using the concept of eco-drainage. The following strategies for the non-structural mitigation concept (a) revise the concept of conventional drainage, (b) using the sociohydraulic approach, (c) distribute the population evenly, (c) conduct research activities in order to seek Potential resources – Water resources, (d) using community-shared forest management approaches.
