Abstract

Illegal logging is a problem that is difficult to stop, even though the problem is an act of violation of the law which causes an obstacle to the implementation of an environmental legal system aimed at good management. Indonesia with its forest wealth has made Indonesia a country that has experienced high Illegal logging. Everyone should realize that the forest is very important for the survival of every living thing that depends on the forest, but due to lack of self-awareness, this deviant behavior causes living things to be damaged and die. The main problem of this research is First, How is Law Enforcement Against Illegal Logging Criminal Acts by the National Police According to the provisions of the Law and Decree of the Minister of Forestry, Second, What are the Obstacles to Law Enforcement Against Illegal Logging Crimes by Kampar Police of Riau Province. While the method of this research is that this research belongs to the type of observational research that is by means of a survey or direct observation to the research location by using a data collection tool that is an interview, while the nature of the research conducted is descriptive. The results of the author's research namely Law Enforcement of Illegal Logging Crimes by the National Police According to the provisions of the Law and the Decree of the Minister of Forestry is not yet able to reach all aspects of illegal logging (Martial Law) perpetrators even though pre-emptive, preventive and repressive measures have been taken, where actions have been taken to provide a deterrent effect. The deterrent effect is meant not only for those who have committed forestry crimes, but also for other people who have activities in the forestry sector to be reluctant to commit illegal acts because of severe criminal sanctions, but these acts are still being carried out, and the Obstruction of Law Enforcement Against Criminal Acts Illegal Logging By Kampar Polres Riau Province is a law enforcement apparatus difficult to reach and difficult to conduct surveillance of the perpetrators due to the vast forest area, Lack of awareness from the Community, Human resources within the scope of the Apparatus that is inadequate and lack of coordination, Incomplete Facilities and Infrastructure, Actors have various ways or mechanisms to carry out activities, especially in terms of transporting the results, and ineffective supervision measures
