This resulted in less effective and efficient development due to the implementation of development not in accordance with the plan that had been determined referring to the development priority scale of Sungai Piyai Village. This research uses the grand theory of development according to Taliziduhu Ndraha with the type of qualitative research. Based on the results of the research, it is known that development planning that is not directed or misdirected has resulted in development that is not in accordance with the wishes and needs of the people of Sungai Piyai Village. The ineffective and inefficient development planning in Sungai Piyai Village is due to the unclear development pattern implemented by the Sungai Piyai Village government. The lack of good use of technology and human resources has affected the development planning process that is oriented towards mapping using coordinate points via GPS, so that the scale of development priorities in the village can be maximized, not only relying on APB-Des, but also maximizing potential assistance from outside parties.
