Abstract

The Office of Women's Empowerment, Child Protection, Population Control and Family Planning is a government agency that has the function and role of protecting and paying attention to children's rights and efforts to prevent acts of violence against children. This study aims to analyze the role of the Office of Women's Empowerment, Child Protection, Population Control and Family Planning in Riau Province in the Protection of Children Victims of Violence and to find out the obstacle factors in protecting child victims of violence. This research method is descriptive qualitative. Data analysis technique using triangulation technique. The results of this study explain that the Office of Women's Empowerment, Child Protection, Population Control and Family Planning of Riau Province in protecting children victims of violence has played a sufficient role, namely by providing handling assistance to victims of violence according to indicators as norms, concepts and behavior as well as binding rules based on the Regulation Riau Province Number 3 of 2013 concerning Protection of Children's Basic Rights. The constraint factors in the protection of child victims of violence are seen from the planning, organization, implementation or implementation, constrained budget availability which affects facilities and human resources and supervision.
