Abstract

The sub-district government is a level of government that has an important role in the implementation of services to the community, this is what then makes the sub-district spearhead in the implementation of general government tasks as well as part of the autonomy affairs delegated by the Regent / Mayor to be implemented in the district area. Government Regulation Number. 17 of 2018 Article 10 concerning Districts, the government assigns the camat as the head of government to provide guidance in the administration of village governance. One form of coaching that must be carried out by the sub-district government is to provide guidance for village government administrations, because this is one of the activities that support the implementation of good village governance. From the above background, the author finds the main problems including: First, How is the Development of Village Government Administration by the Head of Tebing Tinggi Sub-District in Meranti Islands Regency? Second, What are the Barriers to Village Government Administration Development by Tebing Tinggi Sub-District Head in Meranti Islands Regency. The type of research used in the writing of this research is empirical legal research or survey, because it is oriented to the evaluation of the implementation of public entertainment policies in the city of Pekanbaru. This type of research is qualitative research, where qualitative research is research procedures that produce descriptive data in the form of written or spoken words from people and observable behavior that is directed at the setting and the individual holistically (intact). From the results of research, guidance by the camat of village government officials in a sub-district is needed to achieve orderly village government administration and an effective government system. This is based on the indicators used in this study, namely; Planning has been carried out optimally, guidance has been implemented. But it has not run optimally, the briefing has been carried out. But it hasn't run optimally yet, training has been carried out. However, it has not run optimally and Guidelines have been provided optimally. The obstacles faced by the Tebing Tinggi sub- district government are the inadequate human resources of the village apparatus and the abilities that are not in accordance with the expertise in their field of work and the delay of the village government in submitting accountability reports to the sub-district.
