Abstract
Industrial relations disputes according to law number 2 of 2004 concerning the settlement of industrial relations disputes (UU PPHI) are differences of opinion that result in conflicts between employers or a combination of employers and workers / laborers or trade / labor unions. The mediation method of industrial relations is the settlement of disputes over rights, disputes over interests, disputes over termination of employment and disputes between trade unions / labor unions in only one company through deliberation mediated by one or more neutral mediators (Article 1 number 1 of Law No.2 of 2004 ) The main problem in this research is how the role of the Riau Province Manpower and Transmigration Office in the dispute mediation process by PT Mitra Bersama Jaya and Perkeja. The obstacle to the role of the Riau Province Manpower and Transmigration Office in the process of dispute mediation by PT Mitra Bersama Jaya is the company party. very difficult to contact. This research includes Normative Sociological Law research which is a research in the form of empirical studies to find theories about the process of occurrence and about the process of the operation of law in society. While the nature of this research is analytical descriptive, which aims to provide a clear picture of the problem being considered and researched. In this research, the object of research is the settlement of industrial relations between workers and companies that carry out unilateral layoffs. The solution used is mediation, assisted by the role of the Riau Province Manpower and Transmigration Office. The results of this study indicate that the role of the Manpower Office acts as a mediator between PT Mitra Bersama Jaya and the worker Mrs. Nova Fitriana which results in a collective agreement. In the same case on behalf of Ibu Eflina, the role of the Manpower Office was to act as a mediator between the resolution of the problem between PT Mitra Bersama Jaya and Mrs. Eflina's worker who produced a recommendation letter to the court.
