Abstract
The National Zakat Amil Agency (BAZNAS) of Bengkalis Regency is a non-structural government institution that is independent and responsible to the president through ministers while having the authority to carry out tasks in the management of zakat nationally in accordance with the Regional Regulation of Riau Province Number 2 of 2009 concerning Management of zakat. to collect, distribute and utilize Zakat, Infaq and Shadaqah (ZIS) in accordance with Islamic law and applicable regulations. The main problem in this thesis is the management of zakat by the National Zakat Agency (BAZNAS) of Bengkulu Regency Judging from the Riau Province Regional Regulation Number 2 of 2009 concerning Management of Zakat and what are the inhibiting factors faced by the management. This research is classified into observational research type by survey method, where the author in conducting research directly plunges into the field (research location), namely in Bengkalis Regency to obtain data using a data collection tool in the form of an interview. Based on the results of research and discussion that the implementation system of zakat management by the Amil Zakat Agency (BAZNAS) has not been carried out properly as it should, it is due to the low level of community knowledge about zakat, both regarding zakat distribution, zakat receipts and zakat utilization. Then the UPZ that has been formed by the Amil Zakat Agency (BAZNAS Bengkalis Regency is not all active in operation. There is still a frequent mismatch between the BAZNAS Management Information System (SIMBA) on data in the field. Then the last is the ineffectiveness of Bengkalis District Regulation Number 3 Year 2018 concerning Management of Zakat .
