Abstract
UNICEF was established to help children who are victims of war but remain in existence to carry out a wider role. UNICEF states that children need to be specialized in their handling, because they are the ones who have the most impact on all treatment and events that harm the world , and UNICEF has never left children who are in crisis due to war, armed conflict, hunger or other emergencies. Based on the background above, the problem of this research is to examine the role and constraints of UNICEF in protecting children victims of war. Based on the type, this study belongs to normative legal research, namely legal research conducted by examining library material or mere secondary data. While the nature of this research is descriptive, namely a study that provides possible data about the condition or symptoms that can help in strengthening old theories or in order to compile new theories. Research Results UNICEF's role in providing protection for child victims in the perspective of international law is to strengthen the national protection system, support social change, promote child protection in areas of conflict and natural disasters, development and management of knowledge and support agents of change. In International Law children are classified as one of the vulnerable groups that must be applied specifically in the enforcement of international law. In the context of war and various armed conflicts children are always victims, not even a few of them have to endure military savagery during wars or armed conflicts in various Places and Constraints UNICEF in protecting child victims of war is to provide assistance to these children in remote areas and have to travel difficult distances. in addition, there is a lack of support from national and international governments in responding to this. As well as a lack of funding to provide assistance to child victims of war
