Abstract

District Integrated Administrative Service (PATEN) is a public service located at the sub-district level with the stages of the procedure from the application stage to the issuance stage of the document in one place. Mandau District, Bengkalis Regency is one of the government offices that is responsible for providing public services to the community with the District Integrated Administrative Service (PATEN) policy, and is also the location of this thesis research. Every policy implemented by the government, there must be a law or statutory regulation that regulates it. Likewise with the services of this PATEN. However, there is a discrepancy between the regulations and the performance in the field. Such as the division of the scope of what services are provided, as well as standards for implementing policies that must be in sync and follow applicable regulations. The research that the author examines determines that the formulation of the problem is about the standard for the District Integrated Administrative Service (PATEN) in Mandau District, Bengkalis Regency and about the inhibiting factors for the implementation of the District Integrated Administrative Service (PATEN) in Mandau District, Bengkalis Regency. The method used in this research is seen from the point of view of its type belonging to the type of sociological legal research, namely by conducting observational research or surveys. Meanwhile, if viewed from the point of view of its nature, this research is classified as deductive research which means that conclusions are drawn from general things to specific things, these general things are the results of research that the author did at the research location and the specific thing is the laws and regulations. invitation. From the results of the research that the author did, it can be stated that the service standard for the implementation of the District Integrated Administrative Service (PATEN) follows PP no. 17 of 2018 concerning the District which previously also followed the regulation of the Minister of Home Affairs No. 4 of 2010 and Perbub No. 36 of 2014. As for the inhibiting factor, it is due to the service counter that still needs to be considered again and the division is clear and for the performance of its employees to be placed in accordance with their fields for good performance and service results.
