Abstract

The occurrence of a single investigation carried out in law enforcement of environmental crimes caused by the lack of coordination,synchronization between Polri Investigators and Civil Servant Investigators.So that the sanctions received so far are only negligence and do not provide a deterrent effect to the perpetrators of land burning carried out by corporations.Whereas it has been contained in the Constitutional Court Decision Number: 18/PUU-XII/2014 against Law Number 32 of 2009, in an Article 95 paragraph (1) it is stated that, "In the context of law enforcement against perpetrators of environmental crimes, including criminal acts other matters stemming from violations of this law, integrated law enforcement is carried out between civil servant investigators, the police, and the prosecutor's office under the coordination of the Minister." In this thesis, entitled "Analysis of the Pelalawan Police Investigation Against the Criminal Acts of Land Burning Conducted by Corporations," this problem is discussed, namely: the process of investigating the Pelalawan Police against the crime of land burning committed by corporations and the obstacles in the Pelalawan Police investigation of the crime of land burning carried out by corporations. The method used to answer the problems mentioned above is by sociological research, by conducting field research at the Pelalawan Police Station and Balai Gakkum KLHK Sumatra II.The data used in this thesis were obtained through interviews, literature books, legal journals, theses, laws and electronic data, as well as the Big Indonesian Dictionary.This research is descriptive analytical by providing a complete, detailed and clear description of a reality related to this research. The results of the study indicate that the investigation process carried out by Pelalawan Police investigators starting from the investigation stage, investigation to delegation to the public prosecutor is still a single investigation, not carried out in an integrated manner with civil servant investigators.Furthermore, the obstacles in the investigation of the Pelalawan Police against the crime of land burning carried out by corporations, namely: lack of police personnel, difficult terrain, lack of facilities and infrastructure and public distrust of law enforcement.
