Abstract

Licensing is one of the instruments of state administrative law that can be used for lawmakers to carry out legal actions in carrying out their duties and authorities. As a government instrument, permits function as the spearhead of legal instruments to guide, engineer and design a just and prosperous society. Regarding the problem raised in this thesis, What are the general recommendations regarding licensing in Government Administration, What is the process of granting waterpark public recreation and entertainment business permits in Pekanbaru, and what are the obstacles in the process of obtaining business licenses for Pekanbaru's public waterpark entertainment place . The type of research used in this study is observational re-search, which is direct research using tools and data collection in the form of interviews, in order to obtain information related to thesis. Regarding the results of this thesis research, namely an overview of licensing in the administration of the government in the legal regulations stipulated in the Laws and Regulations. The main element in the administration of government in the regions is the regional government. The goals carried out by the regional government and the central government have the same goal of realizing national ideals. Constraints faced are the emergence of unprofessionalism in the licensing process and the disobedience of the community in the applicable regulations. Efforts to overcome these obstacles should be the efforts of the government, namely, to better supervise and give warnings to the heads of agencies in order to provide better services.
