Abstract

This study aims to determine the cause of solar oil accumulation in Panam Pekanbaru City. This research uses the theory of routine activity which shows that if we are going to study crime, we must consider three elements that can influence the ease of crime, this type of research is descriptive, the method used to describe or analyze a research result but is not used to make conclusions more extensive This research was conducted in Pekanbaru City. Key informants of this study were oil hoarders, and the informants of this study were the police and gas stations. The data analysis technique that the writer uses in this research is descriptive analysis technique. Based on the results of the study, there are several factors that influence the perpetrators of the crime of oil hoarding. Then the second is A Suitable Target or interesting target, this is known from the ease of carrying out oil storage without suspicion by the gas station or the police, and the third is the Absence of Capable Guardian or a safe condition to commit a crime, where the gas station and the Police have difficulty in supervising the perpetrators or elements of this solar oil hoarding. There are two efforts to eradicate and prevent the crime of hoarding subsidized fuel, namely preventive (preventive) and repressive measures (enforcement / sanctioning).
