Abstract
The development planning meeting is an annual forum that is held by the village both the parties concerned to solve the problems of the village or those who will be affected by the results of the deliberations to agree on the planned activities of the next fiscal year. The purpose of this study was to determine the Implementation of Development Planning Deliberation in Kasang Mungkal Village, Bonai Darussalam District, Rokan Hulu Regency in 2018. The population of this study was all musrenbang participants consisting of Village Heads, BPD Chairpersons, Hamlet Heads, Neighborhood Associations, Neighborhood Associations, and the Community (KK) Ie as many as 101 respondents. The conclusion of this study is that the Implementation of Development Planning Conference in the Village of Kasang Mungkal in Bonai Darussalam District in 2018 is in the not good category with 48,69% of respondents' answers. Because the implementation of the Musrenbang is only seen as a formality, the involvement of the community in decision making is very minimal, the number of proposals and results of activities originating from parties that have their own interests and deliberations that run poorly, and the results of the Musrenbang activities are less implemented.
