Abstract

Youth are those who have Energetic, Dynamic, Creative and Innovative characteristics. There are some extraordinary potential possessed by young people, including Brave, Physically strong, education and wide networks, uncontaminated thinking, high creativity, enthusiasm and unyielding spirit and pioneering spirit. Making public policy on youth is one of the first steps the government has made in trying to solve problems in Youth Development. Therefore, it is necessary to foster youth organizations to encourage various youth activities. However, coaching has not been done optimally. The purpose of this study was to determine the Role of the Department of Youth, Sports and Tourism in the Development of the Youth Organization of the City of Dumai and to determine the inhibiting factors in the Role of the Department of Youth, Sports and Tourism of the City of Dumai. The type of research that the author uses in this study uses a qualitative method. The results showed that the role of the Department of Youth, Sports and Tourism in the Development of Youth Organization in Dumai City has not been effective. Inhibiting the Role of the Department of Youth, Sports and Tourism in the City of Dumai is the Lack of Budget Funds, Lack of Youth Organization Development Programs and Lack of Coordination between Offices with Youth Organizations and between Offices and other Departments.
