Abstract
Bengkalis Regency has great potential in various fields of industry and services, so this potential requires a lot of manpower. However, in fact, only a small number of local workers are absorbed in the industrial or service sectors, due to being inferior to workers from outside the region. Thus, the purpose of this study was to determine and analyze the Implementation of the Bengkalis District Government Program in Fostering Local Workers in Mandau District. And to find out the inhibiting factors in the Implementation of Bengkalis Regency Regional Government Program in Fostering Local Workers in Mandau District. The concept of theory and indicators are used in the opinion of Santoso (2005), namely: providing guidance, direction, education and training, instructions, and appreciation. Type of descriptive survey research using qualitative analysis. Research informants came from the government and community members through the determination of informants by snowball sampling. Data collection is done through observation, interviews, and documentation. The results of the study concluded that the implementation of the Bengkalis Regency local government program in fostering a local workforce as seen from the indicators of providing guidance, giving guidance, providing education and training, giving instructions, and giving awards to this research had proceeded as expected. However, this education and training activity cannot be held annually with a large number of participants and training fields, this is due to the dependence of the local government from the APBD budget. The inhibiting factors of the implementation of local workforce development are infrastructure or facilities in the BLK in conducting inadequate training such as inadequate equipment, lack of special workshops. This inhibiting factor causes many training activities to be carried out outside the BLK such as in hotels and in the workshop buildings of large companies that have equipment. Supporting factors exist when organizing education and training activities in supporting the ability of local workers there are advantages in terms of experts who have the ability and expertise in accordance with the field of training carried out.
