Abstract
The purpose of this study was to determine the role of the village head in community empowerment in Sialang Munggu Village, Tampan District, Pekanbaru City and to determine the obstacles to the role of the Lurah in Empowering Community Institutions in Sialang Munggu Village, Tampan District, Pekanbaru City. This study uses qualitative methods and observations by observation. Questionnaires as a tool for collecting data and conducting interviews as a comparison of answers from the questionnaire. Respondents in this study consisted of the Lurah, Secretary of the Village Head, Head of Government, LPM, LPM Members, Community. From the results of this study, it can be concluded that the role of the lurah in empowering community institutions is the empowerment of community institutions such as LPM. In this empowerment, the lurah provides opportunities for people who are willing and capable to actively participate in every government activity and program. The results of this study were obtained from 3 indicators, namely Objectives, Policies and Programs. The inhibiting factors of this research were the lack of human resources and funds in empowering their programs and the lack of socializing them to the surrounding community.
