Abstract

Sungai Apit District is one of the areas whose territory includes the coastal area of Siak Regency which generally works as fishermen. Kampung Teluk Batil is one of the recipients of special housing assistance for fishermen of the Ministry of Public Works and Public Housing. Inaccurate location of recipients of special housing assistance for fishermen in Sungai Apit sub-district, where the number of fishermen is more in the mengkapan, teluk mesjid, bunsur and tanjung kuras The purpose of this study was to determine the implementation of the policy for special housing assistance for fishermen of the Ministry of Public Works and public housing in Teluk Batil village. This type of research is descriptive qualitative with data obtained from key informants and additional informants. Selection of informants as the source of research data using the Snowball Sampling technique. Types and sources of data used are primary data and secondary data. Data collection is carried out through interviews, observation and documentation and this research is carried out by a special house for fishermen in Teluk Batil village. In this research, the descriptive method is used, namely the collected data is classified according to its type and form and then presented descriptively. Based on the results of research and discussion, the results of the study concluded that the implementation of the Policy for Special Home Assistance for Fishermen of the Ministry of Public Works and Public Housing in Teluk Batil Village based on communication indicators, disposition resources and bureaucratic structure of this study has been running in accordance with the objectives of the special fishermen housing assistance program. So it is hoped that the special house assistance facilities and infrastructure can ease the basic burden on the head of the family, as well as improve the family economy.
