Abstract

Waste Management is a systematic activity which is covering the reduction and utilization waste to improve public health and environmental quality. In Pekanbaru City, the waste problem is still a problem, this is due to the lack of government attention and community participation in waste management. A lot of rubbish is still scattered on the main streets, its make the air and water pollution around it. This study aims to find out the Good Governance in Waste Management by Department of Environment and Hygiene Pekanbaru and know what are the inhibitory factors in Good Governance in Waste Management by Department of Environment and Hygiene Pekanbaru. Indicators used include participation, transparency, accountability, and rule of law. This research was conducted at Department of Environment and Hygiene Pekanbaru using Qualitative Descriptive research method. Data collection using observation techniques, interviews, and documentation. The result of this study show the Good Governance in Waste Management by Department of Environment and Hygiene Pekanbaru is good enough that can be seen from the aspect of waste management that is managed well with the help of private parties, but there are still some obtacles such as budget constraints that affect aspects of inadequate facilities and infrastructure and still lack of public awareness about environmental hygiene so that there are wild dumps in several locations in Pekanbaru City.
