Abstract

Viewed from the agricultural sector, Riau is a fish producer that meets the market needs in Pekanbaru. Both sea fish, river fish, and cultured fish. Therefore, the empowerment of fish farmers in the Rumbai Pesisir sub-district by the Fisheries and Marine Service of Riau Province is very necessary considering the higher demand for fish consumption, due to the high interest of the people of Pekanbaru City to consume fish for their daily basic needs, besides being economical, the value of protein possessed by fish is high. very high, so it is good to grow in consumption. For this reason, the more fish farmers, the more fulfilled the needs of the community. The purpose of this study is to identify and explain the implementation of farmer empowerment through the Mina Rural Business Development Assistance Program (PUMP) for Aquaculture in Lembah Sari Village, Rumbai Pesisir District, Pekanbaru City, Riau Province. The methods used are descriptive, qualitative and quantitative methods; The sample is 51 people. Questionnaire and interview data collection techniques as well as descriptive, qualitative and quantitative data analysis. This study concludes that the Empowerment of Fish Farmers in the District of Rumbai Pesisir by the Department of Fisheries and Marine Affairs of Riau Province is not well implemented. Government supervision carried out by the supervisory team has not been carried out properly in Riau Province based on answers from informants obtained from field research. The success of implementing a program is also influenced by the participation of the community who supports the Riau Provincial Government's programs for the fisheries business. . From the Fisheries Service, there is a lack of supervisory personnel who have been deployed in the field. Less than the maximum cost or budget for the cost of supervision of the implementation of the fishery business.
