Abstract

This study aims to find out and analyze the Role of Fisheries Offices in FishFarmer Empowerment in Kampar District (Case Study in Koto Mesjid villageXIII Koto Kampar Sub-Districts) and to find out and analyze obstaclesencountered in the implementation of Fish Farmer empowerment in KamparDistrict by theFisheries Service. In this study the indicators used were awareness,counseling and capacity building. This type of research is a descriptive survey thatprioritizes the questionnaire list as a means of collecting data and data collectedwith this tool and then becomes the main standard language to analyze theempirical conditions of the objectivity of the purpose of the study at the locationunder study. The population in this study was the head of the fisheries departmentof Kampar district, the head of the field of human resources and fisheriesinstitutions along with the ranks of the fields, the head of the Koto village ofKampar District Mosque and the fish farming community in the Koto Mosquevillage. To complete this research, primary and secondary data is needed. Datacollection can be done by means of questionnaires, interviews and observations.While the data analysis techniques used are frequency tables. Based on thisanalysis technique the researcher assessed and concluded that the implementationof empowerment by the Fisheries Office of the Kampar District in the fishfarming community in Koto Village, District XIII Koto Kampar, can be seen thatfrom 25 respondents the average gave a fairly good response. In theimplementation of empowerment by the Department of Fisheries to fish farmingcommunities in the village of Koto Mesjid Kecamatan XIII Kampar City there areseveral factors that become obstacles or become obstacles, among others: not yetmanaged human resource potential, not yet implemented utilization activities inhuman resource management, especially in fisheries midwives, lack ofcommunity participation and awareness in the cleanliness of the poolenvironment.
