Abstract

This study aims to determine the implementation of the policy of empowering Street Vendors (Study at Pasar Pagi Arengka, District of Marpoyan Damai, Pekanbaru City) based on Pekanbaru Mayor Regulation No. 100 of 2015 concerning Structuring and Empowering Street Vendors. The research was conducted using a qualitative descriptive method. By using the theory of policy implementation according to Merilee S. Grindle, the success of implementation is influenced by two variables, namely Policy Content and Implementation Environment. The results of the study revealed that the Industry and Trade Office of Pekanbaru City in implementing the Policy for the Empowerment of Street Vendors in the Pagi Arengka market, Pekanbaru City had not carried out structuring and empowering the street vendors around the Pagi Arengka market. Judging from the absence of empowerment programs provided by the government in accordance with the existing regulations in Pekanbaru Mayor Regulation No. 100 of 2015 concerning Structuring and Empowering Street Vendors. It is hoped that the Department of Industry and Trade can empower all street vendors, especially in the Arengka Morning Market and pay more attention to the street vendors around the Arengka Morning Market.
