Abstract

Development and Conservation aims to enhance marital quality in order to realize a sakinah family according to Islamic teachings. In the absolute governance affairs the unitary state of the Republic of Indonesia has ratified as referred to in Decree of the Minister of Religion Number 30 of 1977 concerning ratification of recognition, guidance and preservation Central marriage. The institution functions as a mentor, counselor, advisor, consultant and mediator for residents whether premarital guidance or residents who are married and are facing problems. Handling the problem of the increasing divorce rate in Pekanbaru City from year to year and many people who still do not know about the role of the Advisory Board for Marriage Development and Preservation. Many families who are experiencing household conflict do not go to the Marriage Guidance and Conservation Agency to become a mediator for them to avoid divorce, when they conflict and want a divorce, their divorce process is registered directly through a religious court. the smooth operation of premarital counseling and mediation is the responsibility of the Advisory Board for the Guidance and Preservation of Marriage. As for the population and sample in this study, the community and employees of the Advisory Board for Marriage and Marriage in Pekanbaru City used Accidental Sampling for the community and data collection techniques through questionnaires. observation, documentation and interviews with employees. After the data is obtained then grouped according to data, then quantitative calculations are carried out. In this study the authors explain several indicators that will be used in this study, namely, guidance, supervision, direction, training. And for the size of the variables in this study the authors divide into three assessment categories, namely: role, enough role, less role. Based on the results of this study on the role of the supervisory body, fostering and preserving the city of pekanbaru marriage in preventing divorce in Pekanbaru, it is said to be quite accomplished with a percentage range of 56%. Therefore, the authors expect the supervisory office to foster and preserve Marriage in Pekanbaru to increase its role in controlling the occurrence of divorce in the city of Pekanbaru.
