Abstract

Protection of children who work as newspaper sellers in the city of Pekanbaru has not met the rules set out in article 75 of Act Number 13 of 2003 concerning Labor. Therefore, to find out the form of legal protection against child workers selling the newspaper, the authors conducted direct research in the field with research indicators in the form of agreements, wages, and supervision of child workers of newspaper sellers in Pekanbaru City. Based on these indicators, the authors formulated research problems, namely and how do the forms of legal protection given to children of newspaper sellers in the city of Pekanbaru and how the obstacles faced in providing legal protection to children of newspaper sellers in Pekanbaru City. The method in this study was Observational Research which was conducted by means of a survey that is by direct research to the research location using a data measurement tool in the form of interviews. In this research is descriptive, which provides a clear and detailed picture of the subject matter examined Based on the results of research conducted by the author, that in providing legal protection to child laborers, newspaper sellers felt that they were not optimal and there was still a little mismatch between the implementation of Law Number 13 of 2003 concerning Labor, Law Number 20 of 1999 concerning Ratification of ILO Conventions No.138 of 1973, Law No. 1 of 2000 concerning ILO Ratification No.182 of 1999. Where until now there are still phenomena of children working in the informal sector, almost always can be found throughout the territory of Indonesia, especially the City of Pekanbaru.
