Abstract

One of the tasks of the government is to improve welfare and provide comfort to the community, but the comfort is often disrupted by the arrival of disasters. The function of the government in this case is to overcome and restore the condition of the community due to the disaster. The usefulness of this research is to find out and explain how the process of disaster management of forest and land fires in Pelalawan Regency, and to find out the obstacles that occur in disaster management of forest and land fires. The theory used in this study is the disaster management theory proposed by Neil Grigg which includes: Planning, Organizing, Directing, Coordinating, Controling, Supervising, Budgeting, and Financing. This study used a qualitative research method with the type of descriptive research and location of this research in Pelalawan District. In this study there were 6 (six) informants to collect and search the data of researchers through interviews, after the data collected will be analyzed descriptively, in order to get answers about disaster management of forest and land fires. After conducting research and in-depth interviews, the results of research on disaster management of forest and land fires in Pelalawan District by the Regional Disaster Management Agency (RDMA) are "Good enough" with various obstacles such as: Low public awareness, unavailability of Standard Operating Procedures (SOP) and Minimum Service Standards (MSS), the absence of Regional Regulations specifically discussing disaster matters in accordance with the provisions of legislation, as well as the limited facilities and infrastructure owned, due to the limited budget allocation owned.
