Abstract

General Election is one form of enforcement of democracy in Indonesia. Elections are held every 5 years in accordance with the stages, programs and schedules set by election organizers such as the General Elections Commission (KPU) such as the election of members of the House of Representatives, the Regional Representative Council and the Regional House of Representatives (Dewan Perwakilan Rakyat Daerah, DPRD) Election of President and Vice President (Pilpres) and election of Regional Head which usually known as Pilkada. General Election, General, Free and Confident (LUBER) and Honest and Fair (JURDIL) which is the principle in every election implementation. Elections are the embodiment of popular sovereignty in order to produce democratic governance. Implementation of direct, public, free, secret, fair and just general elections can only be realized if the Election Organizer has high integrity and understands and respects the civil and political rights of the citizens. Poor organizers of elections have the potential to hamper the realization of qualified elections. One important factor for the successful implementation of the General Election lies in the preparedness and professionalism of the General Election Organizer itself, including on 3 (three) elements of the institution incorporated in the Sentra Gakkumdu Sentra Gakkumdu which is authorized to follow up on the alleged violation of the criminal election. The main problem of this research is law enforcement on the crime of General Election in General Election of Members of DPR, DPD and DPRD Year 2014 in Bawaslu Riau Province. Are the factors that become obstacles in solving the case of Criminal Act in General Election of DPR, DPD and DPRD Members of the Year 2014 in Bawaslu Riau Province. When viewed from its type, this research belongs to the research of Observational research by way of survey, to get the data needed by the authors to directly conduct research with the use of data gathering tools in the form of interviews. Law enforcement on election crimes in general election of DPRD, DPD and DPRD members in 2014 in Bawaslu Riau Province has not been effective. This can be seen from 5 (five) cases of alleged violation of election crime only 1 (one) case followed up to the court while 4 more cases are not followed up because there are still differences of views on elements Sentra Gakkumdu. The inhibiting factor in solving the Criminal Case of General Election is caused by a report of allegedly reported incomplete election, Regulation of Law Number 8 Year 2012 allows for the manipulation of money politics activities, The limited time for handling violations of election crimes at Sentra Gakkumdu, Sentra Gakkumdu does not have the authority to arrest, seizure of evidence and forcible attempts, the absence of protection against Reporters / Inventors, The elements incorporated in the Gakkumdu center have not been synonymous with the pattern of handling of election crimes, the presence / liveliness of Sentra Gakkumdu personnel is still minimal because they are still burdened with other tasks in each institution as well as the absence of budget for supervision and monitoring activities to Sentra Gakkumdu Regency / City to conduct supervision / supervision.
