Abstract

Unofficial levies are a levy that is usually done to obtain a distinct advantage or an unlawful benefit to the organization. Unofficial levies can lead to acts of violence, thuggery, and crime. The impact of these unofficial levies will be detrimental to others, both material and non-material, to the detriment of society as a whole, to undermine the stability of public security, resulting in trauma to victims. These unofficial levies are often done by unscrupulous people, which to benefit the perpetrators often makes the organization a means to deceive their victims. The perpetrators of this levy never think about the risk of punishment what will be obtained if the levy, because for the perpetrators profits so large that the perpetrators levy the punishment penalties that will be accepted when caught. The cause of the perpetrators is still doing this levy because of the large profits earned by the perpetrators and the absence of legal certainty that can provide a mild effect on the perpetrators. The results of the study explain that unofficial levies by unscrupulous community organizers dilakakangi by several factors based on the theory according to Gary Becker (1968; 52) has 4 (four) main elements are: Profit, Control, Punishment, Opportunity.
