Abstract

Sexual behavior toward children is one of the problems that must be addressed immediately. Every year Riau always gets increased cases of sexual violence against children, one of them in the city of Pekanbaru. As a case of obscenity committed by religious teachers in One of the Education Park Al-qur'an (TPA) Nurul Faith of new village Senapelan district. Religious teachers should give lessons and religious education and inculcate good behavior to their students, but instead commit adultery. The consequences of the abuse case make the parents afraid and restless about the safety of their children. The perpetrators of the Abuses against children are sometimes not distant people but the closest and always interact with the child. Based on the facts that occur then this study aims to find the factors behind the perpetrators to do obscenity to children. This research was conducted in December 2016 until April 2017. Type This research is descriptive qualitative. The main data in this study was obtained through interviews and field observations. The collected data is then analyzed by qualitative data analysis technique. Informants from this research are community members, victim's family, victim neighbors, RT head and parents / parents of TPA pupils. And the results of the research indicate that the reaction of the community to the abuse cases varies, starting with reporting to the head of RT, and coming to the perpetrator's house, telling the perpetrator to go out and leave the residence, and beat the perpetrator. Because citizens do not accept degann act perpetrators. To solve the problem so that it does not happen again the writer suggest to the police to do socialization to the public to immediately report any cases of abuse that happened to the child, and the parent party to be more careful, guarding and protecting their children.
