Abstract
Policy formulation as part of the public policy process is the earliest stage because the implementation and evaluation of policies can only be implemented if the policy formulation stage has been completed. Besides that, the failure of a policy or program in achieving its objectives is based largely on imperfections in the formulation stage. In terms of solving a problem it is necessary to strive for a stage or process in making public policy. The purpose of this study is to find out whether there is a Policy Formulation in the licensing of minimarkets in Kuantan Singingi Regency. The theory used is Samodra Wibawa's theory (1994, 13), namely: Action, Actor, Value Orientation. In accordance with the research problems, the type of research used is the type of research Descriptive Qualitative research methods by survey. The location of this study was conducted in Kuantan Singingi District. Reasons for Choosing a Location in Kuantan Singingi District, that is, Seeing the many phenomena of Minimareket which stands in Kuantan Singingi Regency does not yet have a Modren Shop Business License (IUTM). Then the question arises whether there is a policy on structuring and fostering Minimarkets in Kuantan Singingi Regency. The informants from this study were the One-Stop Integrated Services and Labor Investment Services, Owner Minimarkets and Communities. And as for the Key Informants of this study, the Deputy Regent of Kuantan Singingi Regency. The results of this study concluded that the formulation of the minimarkets licensing policy in Kuantan Singingi District had no Regional Regulations or Regulations that governed Regents. This is seen from the three indicators that I specify, that there are still many obstacles in the licensing of minimarkets in Kuantan Singingi Regency. The obstacle is that implementing agencies are less independent, they are very dependent on other Actors, Lack of agreement between Actors about policy objectives and how to achieve them, There is less condition for perfect communication and coordination.
