Abstract

This study aims todetermine the role of the village head in the development of the Neighborhood and Community Pillars inPulauKijang Village, RetehSubdistrict, Indragiri Hilir District and toknow the obstacles faced by the village head in the development of the Neighborhood and Neighborhood Pillars inPulauKijang District, Reteh Subdistrict, Indragiri Hilir. Metoderesearchisquantitative descriptive type ofsurvey.The population in this study isHead of Village, Secretary,RT Head andurban village headKijang IslandVillage, totaling 46 people.Thesampling technique of the Head of Village, Secretarywasdone by census techniques.White the RT and sample head sampling technigueThe RW Chairusespurposive sampling technique, thesamplein this study the authors set as many as25respondents.The research result that leadskkan thatThe role of the village head in the institutional development of the Neighborhood and Neighborhood Unit inPulauKijang Village, Reteh Subdistrict, Indragiri Hilir Regencyin thecategory of quite aroleis at the percentage of 34%-66%, meaning that of the six indicators used not all haveplayed a role.The lurah's constraints in coaching Institutions of Neighboring and Neighborhood Associations in Kijang Island Village, Reteh Subdistrict, Indragiri Hilir Regency, are as follows:1)Head of Village have difficulty meeting with RT and RW because each has their own activities in their work , and 2)budget for doing Coaching on the Institutions of Neighboring Groups and Community Associations in Pulau Kijang Village, Reteh Subdistrict, Indragiri Hilir Regency is not available.
