Abstract

The development of world civilization is growing day to modernization. The ever-changing development in every aspect of life seems more real. Along with it also forms of evil also always follow the times and transformed in forms of increasingly sophisticated and diverse. One of the crimes that is now phenomenal and very detrimental to the state is the problem of corruption. Corruption is a symptom of the society found in every area of life of the community, whether in the economic, legal, social and cultural fields. The fact of history shows that almost every country is faced with corruption. The problems in this research are as follows: How accountable to budget users in the corruption of social assistance funds. and Mode of corruption of the Social Aid Fund against the State's repatriation efforts, Based on the results of the study and discussion: Accountability to budget users in the corruption of social assistance funds. To show that criminal liability of convicted recipients of authority in the corruption crime of Social Aid Fund in Bengkalis Regency former Regent of Bengkalis, unable to account for his actions, that has fulfilled the element of mistake and element of intent. in accordance with the fulfillment of the element of unlawful nature by the defendant, set forth in Law No. 20 of 2001 on the Eradication of Corruption. Looking at the above is quite ironic, because corruption will be a factor inhibiting development in all areas. Money that is ideally used for financing infrastructure development, economic empowerment of the community, and so forth becomes impeded because the budget has been corrupted by officials, other impacts, corruption also enlarges money laundering.
