Abstract

Village Consultative Body (BPD) is required to play an active role in carrying out its duties and functions in the framework of participative in village building. Thus the purpose of research to determine the implementation of BPD functions and factors inhibiting the implementation of BPD function in the Village Sei Kuning Tandun District Rokan Hulu. This research uses descriptive survey type using quantitative techniques. The established population is Sekdes, Village Head, members of BPD, Head of Dusun, RW and head of RT. Sampling technique is used by census and purposive sampling. Types of data sources in this study namely primary data and secondary data with data collection conducted through interviews, questionnaires, observation, and documentation. After the data required in this study collected, then grouped by type and source, the data obtained then analyzed using descriptive method. Based on the result of the research, it is concluded that the function in making the regulation is more done and realized quite well because BPD participates in discussing and legalizing the Village Regulation. In contrast to the function in accommodating the aspirations of the community and monitoring the performance of the Village Head that has not been maximized in its implementation due to lack of understanding of the members of the BPD to its duties and functions based on the prevailing regulations. While the factors that become obstacles to the implementation of BPD function in Sei Kuning Village from the results of research found internal factors of BPD and external consists of a) facilities prasana, b) communication patterns, c) support from the community.
