Abstract
The State Civil Apparatus (ASN) is a profession for civil servants and government employees with employment agreements working in government agencies. The main element of human resources is the state apparatus has a decisive role on the success of governance and development. The main problem in this research is how is the existence and urgency of disciplinary law of State Civil Apparatus in High Court of Riau based on Law No. 5 Year 2014 About State Civil Apparatus and what are the obstacles to discipline of Civil Servant in High Prosecutor's Office of Riau. Research method used is Observational Research by survey, that is interview as data collecting tool. In this study the authors conducted a direct study on the location of research to obtain materials, data and information related to this research. The nature of the research, this research is analytical descriptive, that is giving a clear and detailed description of the incident and the urgency of disciplinary law on State Civil Apparatus in High Court of Riau based on Law No. 5 of 2014 on State Civil Apparatus. From the results of the study can be concluded, the existence and urgency of disciplinary law of the State Civil Apparatus in the High Court of Riau based on Law No. 5 of 2014 About the State Civil Apparatus of government employees can be directly dismissed while the suspect status and directly undergo detention in the case of criminal acts rules it is contained in Article 88 paragraph 1, while a new civil servant is suspended if it has been proven guilty in court and the verdict has been legally enforceable. If not proven innocent, his good name and status will be reinstated. And the obstacles in the application of discipline within the Office of the High Prosecutor's Office of Riau is the lack of facilities and infrastructure, still low awareness of employees to do and be disciplined in the execution of tasks, lack of disciplinary regulatory equipment, lack of supervisory systems, monitoring tools and less follow-up efforts will be able to open opportunities for employees to commit various violations and every discipline violation of employees always berkilah to be built administratively.
