Abstract

Law number 23 Year 2014 on regional government, obligatory affairs which become the authority of local government for districts / municipalities is a districtscale affairs whichone of them is the implementation of public order and public order, Rambah sub-district is one of 16 districts dikabupaten rokan upstream to maintain peace and order then the government of Rokan upstream regency issued the regulation of the district of rokan hulu number 1 of 2009 on the prohibition and control of public diseases where in chapters 3 and 4 arranged every person is prohibited to circulate drinks that can bombing and acts of prostitution but with the local regulations this still exists also happened in the district of Rambah. The formulation of the problem in the study is how the Evaluation of the implementation of the regulation of the district of rokan hulu number 1 of 2009 on the prohibition and controlling in the subdistrict Rambah, While the purpose of this study is to know from the implementation of perebaing district rokan hulu number 1 of 2009 on the prohibition and control of public diseases This research use quantitative with type of descriptive survey research, sample in research amounted to 79 people consisting of sub district Rambah, head of Satpol PP, Head of Satpol PP unit of rokan hulu regency, Unit of Satpol PP subdistrict of Rambah (KK), data collecting technique through questionnaire, interview and direct observation of spaciousness and documentation. The conclusion of this research is that the implementation of regulation of rokan hulu regency is number 1 year 2009 about prohibition and control of public disease (study of sub district of Rambah) is in the category of "good enough". However, there are still obstacles, namely: the lack of socialization of regulation of the district of rokan hulu number 1 of 2009 on the prohibition and control of public diseases, the sanctions given to the concentrated perpetrators have not produced a deterrent effect, the lack of coordination between the PP Satpol with the social agencies and kecamatan each party makes the concentrated hard to overcome.
