Abstract

The Republic of Indonesia has a Unitary State in the form of a Republic, as set forth in the Constitution of the Republic of Indonesia Year 1945 Article 1 Paragraph (1) '' The State of Indonesia is the Unitary State of the Republic. The 1945 Constitution requires a united and unified government, a good mentality, authoritative, qualified and responsible as an element of the state. The Republic of Indonesia has the ideals contained in the Preamble of the 1945 Constitution is to protect the entire nation and the entire blood of Indonesia and to advance the general welfare, in order to achieve the ideals of the nation, it is carried out national development in all spheres of life. Based on the phenomena that exist in this study the authors are interested to review a title Thesis Research '' Evaluation Implementation Keweangan Village Consultative Agency In Lubuk Siam Village Siak Hulu District Kampar Regency ''. The purpose of this study is to determine the Implementation of Authority of Village Consultative Board in Lubuk Siam Village Siak Hulu Subdistrict Kampar Regency and to know Factors inhibiting the Implementation of Authority of Village Consultative Board In Lubuk Siam Village Siak Hulu Subdistrict Kampar Regency, in reality the results of this study can be used as materials input and Knowledge for members of BPD In Lubuk Siam Village Siak Hulu District Kampar District. Based on the results of the authors of the field, it can be concluded that the informant's response on the Evaluation of the Implementation of the Authority of the Village Consultative Board In Lubuk Siam Village, Siak Hulu Sub-district, Kampar Regency is not fully implemented yet. This is because BPD is less aware of the Duties and Functions of BPD itself and lack of synergy between the Village Government and BPD, should be a good partner for the progress of the Village, in addition to the inhibiting factors in the implementation of the Authority of Village Consultative Bodies In Lubuk Siam Village Siak Hulu District Kampar are human resource (HR) factor, Organization and Management of BPD, Inadequate Work Facility and lack of Technical Guidance from Region.
